the act of finality

...I've just heard the weirdest thing on the radio. A local council (Northampton I think) has decided to install a web-cam in a crematorium so that the loved ones of the dear departed can watch the funeral on the web, and, for their 'watching again pleasure', order a DVD of the event.

A spokesman admitted that no-one had actually asked for this facility, but said that the council was looking to - and I quote - "drive forward standards" in "the act of finality".

Ha ha! That's so like a local authority. They're probably trying to increase the number of people visiting their website, which is formal Performance Indicator.
